That's a broad question. A shared neutral (very common) is not a reason bt itself for dimming lights. There are many reasons, all of which are related to voltage drop.

Voltage drop can be caused by a loose connection, an overload, a bad or failing switch/receptacle, and a few other things.

More information would help pin it down.

Sharing a ground will not dim the lights. But sharing a neutral wire ( white wire) will ,with more then 2 circuits on the neutral on a single phase home service can cause dimming and is not safe.

no. the ground is only for safety and doen not affect the voltage - hence - the brightness of the light.
