Yes, because it is a small country and there wouldn't be enough room. That would cause overcrowding and probably a food shortage. So, I have to say yes that would be morally wrong since it would be cruel.
Now come up with a larger country and we can discuss it again.

Yes, but I think it would be OK to ship them to Al Gore's house where they could serve as servants while he tours the country lecturing the "little people" how they need to think. It's plenty cool at Al's house, he uses 20+ times the electricity that the average little person does. Oh and when they're there have them tell Albert to shove the foot that makes his huge carbon footprint up his anus.
