Any war fought in the 1800's would have been Red Hot !!
There were no powers set to opposition ---in control of the means to blow the entire planet to God's back door at the drop of a hat !! This "false move and everything goes sky high" thing was the stuff OF the "Cold War" -- the political wranglings of the two opposition forces to make gains and cause the other losses WITHOUT the "hot zone" use of force !!
And, any use of Polar Bears would have had NO affect on the Antarctic at all ---for Polar Bears only exist in the Artic and regions just South of it----They made a deal with the Penguins some several centuries back ---where They would take the Artic and the Penguins would have the Antartic ALL to theirselves !! I'm not sure if that was negotiated after some kind of Animal "cold war" that we humans never got the word on !!!
There is something to be said about Polar Bears effectiveness against Seals though---- even though I believe that Seals do alot better in various terrain and have some abilities at extremely swift retaliations !!!

Yes. The cold war was far too cold for humans to partake in. In addition, most other mammals and birds (not to mention all reptiles, amphibians, and insects) were ruled out as participators quite early in the conflict. The polar bear was not only one of the best suited allies, but also the largest and the strongest.

If the cold war had been a bit colder, it would never have been fought at all, as polar bears, and even penguins, have their limits.

Do you know what the Cold War was, honey? Maybe that should be your first question.

To answer your first question, no.
Secondly, the USSR didn't exist nor was it Communist in the nineteenth century. No one fought over Antarctica. Polar bears don't live on Antarctica.

no because the cold war was not in Antarctica and antarctica is used for scientific purposes only so it cannot be "free".
