Because by calling it the "War on Terror" it can never be over. Then the government can use it to conjur up fear to get things they want, like the Patriot Act passed so that they can gain more power- i.e. "We need this resulution passed to fight the War on Terror!"
It's just like the "War on Drugs" - it'll never be over, but they can just say that nice little sound bite and people are like, "Oooohhhh, we better support this!"

That is a misnomer used for PC reasons. It is a war against Islamofascists. Are you suggesting that the Islamofascists stopprd trying to attack us after 9/11/01?. If so, why? If not, to what do you attribute their lack of success? Luck? 5 1/2 years of good luck is extremely unlikely. It is not only the temporal relationship between our anti terror operations & the lack of successful attacks, there are direct links to foiled attempts. It is easy to give a mechqanistic explanation between our anti terror program & the lack of successful attacks. I can't conceive of such a rational connection with root beer.
