There are different possible reasons:

When the hands are at 10:10, the brand name and face are not obscured.

It's could just be that it is visually pleasing to have the hands set somewhat symmetrically (the hour hand at 10, the minute hand at 2, the second hand at 6). You will also see the mirror of that, 8:20 (with the second hand at 12).

When the hands are placed at 10 past 10 it resembles a smile.. It wont have the same effect on a digital clock though

10:10 was the time when John F. Kennedy was shot. It's just a small tribute.

It was changed to that in the 1970s. Prior to that time, most watches and clocks were set to about 8:20. The significance of 8:20 was to display as much of the watch or clock as possible, including the day, date display, if they were there. If there is no day-date function on the timepiece, it still allowed an unobstructed view of the primary points on the timepiece: 12, 3, 6, and 9. It also honored the time Lincoln was shot.

fi ♠ has the 10:10 right about the Smiley face. This was done to make the watch appear to be happy, so that sales would increase after a longtime slump.

Cheers!
