If I got a speeding ticket in Minnesota a year ago can I still drive across the border , CDA to North Dakota?

I still haven't paid the ticket. I just don't want to get arrrested at the border. Does the border patrol even track that ? or is it state by state only? any correct advice will be appreciated

Im sure it's state by state..why don't you just pay the ticket and you won't have to worry about it
