You are correct. The seven heads of the Beast represent seven nations that rise and fall over time. The dragon that gives these nations authority is Satan (Rev 12:9). Daniel was given the exact same vision AND he was told what the beast in his vision represented. Those who worship these nations are the ones who are worshiping the beast in Rev 13:1-4. Thus, Satan rules these nations leaders.
