the 45k is the price of the H1 visa - companies usually take up this cost themselves, but smaller startups usually ask the employee to put in the money as many indians tend to leave their jobs for better ones once they set foot in the US...
check out the website of the co and see if it looks genuine... if you want give them a ring and check out

I have got the H1-B visa offer from the same company Infotech Professionals INC, they are charging me $2000 for the filing fees, Need to confirm if it is ok.
