Yes.
Because you are helping the radio station reach the audience in your restaurant.
Your implicit compensation to the radio station is that your patrons have to not only listen to the "content" (i.e. music, news, talk etc) of the radio station but they also have to listen to the commercial advertisements that are played on the station.
For providing this "compensation" to the radio station you are allowed to play the station in your restaurant.

Some states may have different broadcasting laws, but in the state that I reside, it is illegal to "re-broadcast" any music that you are not paying for. Unless the music that you are playing is not intended to be heard by your customers, it is illegal. There are a lot of places that do not abide by that law, and several that do not know they are breaking that law, but it is illegal in the State of KY and IN for sure!
