Because England was at the time such a small nation in terms of transport/logistics etc, a cult of personality was often used surrounding the monarch to help them establish order. This was demonstrated by using specially commissioned portraits of the monarch painted in such a way to help "the common people" both know their monarch and revere them at the same time. Have a look into the Spanish Armada painting (http://www.ahoy.tk-jk.net/MoreImages2/ArmadaPortraitOfQueenElizabeth11588.jpg), she has had her hand painted with it resting on the globe signifying dominance and strength, she is dressed in her finery symbolising the wealth of England at the time, and in the top right we can see the wreckage of the Spanish Armada devasted by a storm, indicating that the storm was a "gift from God" sent to destroy Catholic Spain (religion was HUGE back in the 16th century), as well as a final commemorative battle over Spain itself (England's biggest threat).

At a local level, direct control was issued out through her wardens who were like the police of the era. Judges also had a form of control.

Also:
- She was known as the Virgin Queen, symbolising purity, chasity and again a religious devoutness.
- It was common knowledge that she gave up her love of several suitors for what she felt was best for her people.
- Made peace with France (at least for a short time).
- Expanded the empire through to the New World, bringing in prosperity and a rise in trade.

Queen Elizabeth 1st had an iron will, she was very similar to her Father, King Henry Vlll ,but she did not have his Romantic Ideals. However she was dedicated to Building England into a great country. She had to fight to survive through the reign of her sister Bloody Mary. She was accused of treason and to survive she had to swear allegiance to Mary and the Catholic Faith.Mary declared Elizabeth her Heir on her death bed .When she was Crowned, she swore to re-astablish the Christian Faith in England and proceeded to put the country to rights. She built up the countries defence systems following in her Fathers footsteps ,this included a huge effort to build as many ships as possible, this was the beginning of the Royal Navy .She considered Marriage as a possibility to producing an heir but after her failed engagement to King Philip of Spain and an attempt to marry an English politician, she decided against marriage and concentrated on her Throne. She was determined to retain this at all costs ,she even had her cousin Mary Queen of Scotts imprisoned and beheaded at Fotheringhay Castle in England to protect herself and the throne from Scottish intervention. However she did appoint James the 1st as Heir to the British throne. He was Mary Queen of Scotts only son.

She controlled the people through the use of a mind-control beam that had been developed by her trusted minister Robert Walpole.
