Yes it can. Simply place that piece, broken end down, into the soil about 1/4". In a few days to a week it should propogate itself.....water it daily, but do not drown it.

Yes if it broke off close enough to the stem of the plant.
You need to have at least a small piece of the stem to make it root in the dirt.
