Wow! Good question. I'd agree with folks about "Gone with the Wind" fantastic cast, direction and was a huge hit all over the world. Even today it is tough to beat. Good entertainment but bad history (but who cares?)

1943 winner, "Casablanca." Bogie and Ingrid Bergman and a super supporting cast, and some of the best and most memorable writing ever. A timeless timeless classic.
"The Sting," which won in 1973, is the second-best best picture of all time.
It's got two of the best actors ever-- Paul Newman and Robert Redford. It's got a great, great, great plot and super dialogue, and an ending that has to be one of the best endings ever crafted. It's an upbeat movie and it has some fabulous supporting actors in it. I love this movie.
1962-- "Lawrence of Arabia." Peter O' Toole should have won the Best Actor oscar for this. A sweeping epic with unforgettable performance by O' Toole. Third best.
A bunch of others as also-rans: "A Man for All Seasons," 1966; "The Bridge Over the River Kwai," 1957; "One Flew Over The Cuckoo's Nest," 1975; some really good movies.

If you're asking which BEST PICTURE won the most awards overall, then it's a tie between TITANIC, LORD OF THE RINGS: THE RETURN OF THE KING, and BEN-HUR, with 11 Oscars each.
If you want my personal opinion, I liked THE GODFATHER the best. It's epic and intimate at the same time.

If you poll people who have watched movies over the past 50 years and ask them what movie is considered to be most 'CLASSIC' - the majority would say "Gone With the Wind" - it is the best of the best.

There are plenty of lists out there but on the top of most of them are the Shawshank Redemption and the Godfather. Although, I did see Reign Over Me this past weekend and I must say it is a very good movie. You know its good when there isnt a dry eye in the theatre and 2 minutes later everyone is laughing.
