Maybe your mom is concerned about too much dark makeup all at once. See if she'll let you try a more conservative color eyeliner and just a smidge of the black mascara. Kind of ease her into the idea of wearing makeup.
Or, ask her what colors she thinks would look good on you and have a little makeup party. Once she sees that you'll listen to her advice and let her still be Mom, she may be more willing to compromise with you and may even give you a little more freedom than she's giving you now.

Well, what are the reasons why you want to wear black eyeliner and/or black mascara? You have to give your mother good solids reasons as to why you want or need to wear it.
You can tell her that you don't feel good about your looks (if that's the case) and that wearing makeup would boost your confidence about yourself (although you shouldn't need to wear makeup to have that). If she thinks that the color is too dramatic, how about comprimising with a lighter black color?
To be honest, I think 13 is a little young to be wearing makeup and so I would suggest that if you really want to wear it, try to persuade your mom with only wearing just a tiny little bit of eyeliner and mascara. Perhaps you can set how many times per week or certain days that you are allowed to wear it.
Your key is to getting your mother to allow it just a little bit. Pretty soon, she may be open to it altogether but you need to start convincing her slowly.

i think grade maybe a little better to judge by than age, because when i started high school i was in some cases 2 years than the other kids, who were 14 or 15. the way that i really convinced my mom to let me wear light makeup was when my mom went out to get some makeup for herself, i got a makeup that was suppost to be for dressing up only, but my mom thought it looked really good, so she let me lightly brush a little eyeshadow on every day. if your mom rarely goes out to get makeup, maybe go shopping with her at a department store where they do sell makeup, and maybe talk to the people at the counter. also, i don't think a black eyeliner is good, because it looks funny on most people, maybe a brown or charcoal would be better. also, i dont think at any age should anyone cake on makeup. maybe you could try showing your mom that you are simply trying to enhance your features, maybe line the upper lid, a nice light brushing of eyeshadow, and just mascara is all you need. good luck, i hope this helps, since in worked for me, and my mom is pretty strict : )

well first off ask her if she can show you how to put it on or show her and ask what do you think what can you do to make it look better as black eyeliner is pretty heavy, so usually brown/dark or light looks good. but i think ask her if she can show you how to do it(even if you know how) say you arent doing this to grow up faster or to look older you just want to try it out. and if she could allow it if she says no than say what can i do to be able to wear make up answer may be when you are older so i am not quiet sure just dont wear a mega goop amount of it

ask her if you can show her how you would wear it to see if she would be alright with it. make sure that you don't put on too much and make it look classy and not overbearing especially at first...and once she gets use to that you can start putting a little bit more on and if she asks you about it or freaks out just say yeah sorry the pencil was getting kinda dull it won't look like this next time.

I hardily convinced my mom, its actaully you have to wait, your really young too, dont wear makeup yet because by the time your 25 your face will start to sag, start when you 15 or something, or 16, when your full grown into your body, your face will take the makeup better.

Try charcoal gray/brown liner and blackish brown eyeshadow. Your 13 and parents dont want you turning goth! Level with her on it and try assuring her you just want it to enhance yourself, not make a statement such as the gothic culture.
