Other then the boring diet and exercise route you would have to try corset training. This was used in the olden days to shape the waste into a smaller size.
Just do a search on corset training and you will see I'm right. Really, I am.

Use those Big Hoola Hoops that they sell at stores made to loose weight and make your waist smaller.
