I would certainly be contacting the Labour and Health Departments.
Many years ago I worked in a railway workshop, that had to be vacuumed down from top to bottom
There were very strict guidelines for those of us working on the job, and the disposal of the vacuumed waste

I think you or your husband should call OSHA, they know more about this. And if they builders didn't do their jobs correctly with dealing with hazardous material, they can be in big trouble with OSHA and they can be fined big time. My husband and I know someone who works for OSHA and he has told us many stories that were not good. He is one of the investigators and does a good job too.
So do yourself, family, and your neighborhood a favor, call OSHA in the government pages as soon as possible.

If you are SURE it is asbestos, you should have had an environmental firm take it out... If you THINK it is asbestos, you should have talked to the contractor before hiring them..

asbestos is only dangerous if it is friable (airborne). Keep it wetted down with the garden hose. Keep it wet then put it in black plastic bags. Call EPA for help.

Call your town or city to find out what their regulations are. It could be illegal to leave hazardous materials outside like that.

If its outside then keep it wet .Hose it down or something but make sure you have a mask on and make your hubby that thinks that its not dangerous do it.
