A few free resources – check out the sources box for links:

1) Create a blog pertaining to your field

2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!

3) Write articles pertaining to your field and/or expertise.

4) Advertise on Craiglist

Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

it really depends on the business. If it is consultancy service the best way is word of mouth, visiting conferences, trade chambers, direct talk to prospect clients, offers of draft proposal for service .. if it is convenience store distributing fliers could work .. if it is buying and selling stuff local on-line classified in craigslist.com or kijiji.com are available for free listings. and not to forget emailing to all friends for the business that she just started .. word of mouth you know.
