Can all ocean boats float in fresh water?

Yeah, it will float. However, it may need to be weighted differently. And if it wasn't built for ocean waves, it may not stay afloat too long. But yes.

As for the converse question, it is possible to make a boat that just barely displaces enough volume to float in sea water, but not in fresh water. Sea water is heavier, so the weight of the displaced volume is more, so the buoyant force is more in sea water than in fresh.

All fresh water boats can float in the denser salt water.
There is a slight chance that a boat with very low sides, like a pirogue, which was built for salt water might swamp under the same load in fresh water as it would sit lower. However the average wave height it so much higher in oceans that make a boat with such a shallow freeboard would be unlikely.

I know what you're asking here. Sea water is denser than fresh water, so boats would ride higher in the ocean, and lower in fresh water. But -- it's not much higher, and not enough higher that an oceangoing boat would be swamped in fresh water.

yes they just adjust their ballast tanks less for fresh water more for salt water, but some boats weren't meant for the open ocean like houseboats and barges, Hey mon I can tell by these peoples answer they never been on a ship.
