Detroit...housing plummeting and jobs are gone.
Harlem is in NYC and subject to upgrading and price increases and there are always jobs.

I haven't been to Detroit but Harlem actually isn't that bad. It's starting to get gentrified like the rest of the city, and I'd say Inwood and the South Bronx are worse
