Does bush actually want to stop illegal immigration?

It seems that he would rather allow it. Even help the illegals become "legal". Makes perfect sense. It's all about money for big business at the expense of the American working class. Am I wrong about that ?

I agree that Bush does not want to stop illegal immigration but I think he is under more pressure for the Mexican government than from big business. Income from illegals in the US is one of the two top sources of inflow of capital in Mexico.
