I am not sure what is causing the problem but I have a solution. You can use a download manager. Download managers offer faster downloads as well as resume downloads which were abruptly interrupted. Try Free Download Manager (http://www.freedownloadmanager.org/). The program integrates itself to your web browser and all you have to do is click on the download link, which appears on the webpage. In addition, you can manual start a download by entering the URL in to Free Download Manager and click Start.

If it's happening over and over again with the same website, it could be that the site is having some kind of glitch. In that case, about all you can do is wait and try again later.
