I can think of a couple of things:
1) He enjoys your forcing it on him
2) He is seeing someone else on the side (or is tired of being with you).
Don't do the Viagra sneak. It may increase what you want but may also increase his feelings that are behind his not wanting sex with you in the first place.
BTW - the silky underwear idea only good if the people involved like that as a turn on (straight or gay).
Best to sit down with him and discuss it. Maybe it can be worked out of pehaps it is time for the 2 of you to go your separate ways.

Talk to him. He is probably just busy, and tired from being busy.
Communication is always the answer (real communication not just yelling or telling them what they should think/feel).
Also, keep in mind that you chose this partner, and they chose you. You probably wanted someone who was different from yourself (complementary) so do not be surprised if they are... different from you.
PS: What is wrong with silky underwear? Are you sure that your not a prude? Just kidding.

Maybe try asking him if there is something that you could do to spice it up some. Maybe he has some fetish that hes too scared or embarrassed to talk about. Try to keep it spicy and you both should always try to come up with new ideas to make your sex life better. It could be that he no longer desires a relationship but it could just be that he needs a change and he feels that hes getting into a rut.

why dont you try to make him jealous and he may relised how lucky he is to have you. the best bet though is communication. tell him how you feel and get him to tell you his feelings. it is one of the most common argument in any kind of relationship so you are not alone. you must reach a compramise, or it will drive you apart. also some medical problems can affect sex drive, including depression. and finally....whats up with silky boxers. i like them on my fella.

maybe you got to see what it is he wants instead of what you want. It has to be a two way street or your relationship is not going to last. The other alternative is to try it in the morning befoere he gets too tired...

Ever stop to consider that he IS too tired? how's his worklife? What other worries might he have? Can you help him alleviate any of them? What ever happened to being understanding about your partner?
Or is sex ALL important in your "relationship" (I put it in quotes because I'm no sure you're treating it like one)
Sorry if I'm being blunt!

Are you the top? If you are think about how the bottom feels. Most probably sore. Not bashing. Just giving you the bottoms opinion.
