you have to be at least 18 first off to get a cell plan. other than that you will be asked for a credit card for "security" on the account. Simply get a pre-paid Visa card. These can be bought at any currency exchange. I also know that Walgreens offers a "green dot" pre-paid Visa. You pay about $10 for a refillable card, but you do not necessarily have to put money onto it. It will serve you well for any purchases that require a credit card, such as online purchases. You can also look into accountnow.net for a banking visa card if you so chose. look around, these days there are alot of options for people with little, no, or bad credit.

If you have good credit that's all you will need, the cost of the phone if any will be chrged to your bill.

I was able to use my visa debit card.
