Go to your local library and ask for the section pertaining to the history of your town, most libraries will have this in a separate section. Do a bit of research to find something interesting or significant that may have happened. If possible contact your local historical society to see if you can get more background on this event. (For example, every year in my hometown they hold a water festival complete with parade floats in the river. I might write about how the first one came about, why it was celebrated, etc...)
Then write a short story about the event, either in 3rd person or from the perspective of someone who may have witnessed the event. Or just give a historical accounting of this event from a modern point of view, comparing what they did that first time to what your town does today.
Try it, it might be fun!
Or you can imagine yourself watching an ancestor entering your home town for the first time. Again using some research at the library of what the town was like then. So much has changed in the past 40 years it could even take place in the 50's, 60's or even 70's or 80's. Try to find photos of the town from that time and include them in your paper along with current photos taken by you of the same spot today, and captions you write describing the differences.
I know this seems more like a history paper but almost anything you write can be termed an English paper. It's all about research, structure, content, grammar, readability, etc...
(Shoot, if you want, you could even make it a paper about what your local library was like when it first opened compared to what it is like today.)
What's special about this approach is it would be unique and stand out amongst the other papers.

write about how the movie critics are no in touch w/ the the public taste anymore, everymovie that say is bad, has been doing great at the boxoffice,
write about the similarities of Anna Nicole Smith and Maryiln Monroe
write about what career you want, not about you, but about the job
talk about how everything is political correct and how its destorying our society and culture

You should write something that you are passionate about or know a lot about. If it is a persuasive paper pick a political topic that is really hot right now. Make sure to state your opinion and thesis. If it is a reference paper just pick something that you like to do and tell the teacher the basic information about it. Don't forget to have a conclusion and thesis! Good Luck!
