Are there any ways you think they could solve it?

I need some ideas pls.

Its for a school project, we are having a big conference with other schools to discuss it, and my class was given Germany.

germany uses the euro, so any german monetary issue would really be an european issue.Apart from that, germany had repeatedly violated the 3%-rule, which says that no Eurozone members state deficit may be larger than 3% (germany had taken so many debts to balance its budget that it got over the 3%), but with the recent economic pick-up, the state deficit is at 1.2% only now.
