It's an adding machine that many accounting office use. It uses those little rolls of tape, like cash register tape. Accountants often "run a tape" to balance a batch of items (like a week's payroll or a bunch of receipts.) Just like a fast typist, they can enter numbers into the machine without looking at it.
Most places now use spreadsheets, but some offices still want 10-key skills.

10 key refers to the layout that you would find on an adding machine. The little square of numbers with a 0 at the bottom. Can you use it without looking at the keys? is what they want to know.

In the "old days" it was a special calculator that used keys. Now it just means that you are quick at using your extended key pad or number pad.
