Why can't a 15 year old be hot and sexy? In any 3rd world country she'd be a mother by now. And some girls look 18 when they're 13 (or less). Acknowledging that a young woman is hot and sexy doesn't make someone a predator. Trying to do something about her being hot and sexy does.

No... well, depends on the age of the guy if hes like twenty and saying some 13 year old girl is "kinda hot", that's not bad:P. Some girls look, well, slutty at 13, and it's natural for guys to be attracted to them.
Don't call a minor sexy? Under eighteen is a minor, and some girls, "omg shock" are indeed quite attractive and developed for 15-17.

And calling a girl hot or sexy does not make him a sexual predator! raping a girl, touching her when she doesn't want him to, that's a sexual predator.

That is absolutely disgusting. That is called a sexual predator. Unless that person was the same age as the kid, then it would be OK. But anyone over the age of 18 doing it wrong, gross, immoral and needs to locked up for the rest of his life.
