Snails and slugs are often just under the surface of things like boards, rocks, etc. If their area gets too damp they will surface to keep from drownding. The snails and slugs live in the dark like worms and often do not meet too many other snails or slugs to pal around with and have the big Sex time. They surface to make friends and other snails. Also when it rains there is not much sunshine and these creatures are night time creatures.

A snails shell is very thin and is not for protection from predators but rather to conserve its body fluids the sun is a snails worst enemy and the rain its best friend. They come out in the rain to forage for food and to move to new locations with the possibility of contacting a mate or more suitable living quarters.

Where Do Snails Come From

Snails and worms come out when it rains because the rain seeps into the ground and floods the tunnels that they build.
They then have to come out until they can build new tunnels.
I remember as a kid I always use to pick up worms when it rained and play with them.
You can cut them in half and they will still live and the end that you cut will grow whole again, or if you split their head in the middle they will grow two heads.
No kidding. They are just like starfish in that if you cut a limb off of a starfish it grows back, and if you throw the excised limb into the water the limb can grow another body.
It also reminds of that book, How to Eat Fried Worms where a kid makes a bet that he will like 30 cooked worms everyday or something.

Maybe, statistically, birds don't like the rain. I hope you don't get stepped on!
