he has a little boy that is 13mo and lives a mile and a 1/2 from him in Alabama and he has 2 teens that lives in Virginia. He dosen't see or pays cs to any of the kids.

don't know him. did your try going through the court to get child support? if you haven't, you can only blame yourself. you can't make him do visitation, but you can make him help take care of your children.
