Is that a normal exchange? What country code would I use?

44 is the country code for England if the next digit is 7 then it is probably a cell phone number. so you need to dial the number to get out of your country which in the US is 011 the 44 is then country code and you should be able to dial the number from there.

From the US, you generally need to dial 011 to make an international call. The country code for the UK is 44.

From the information you've given, it's impossible to say if 447 is part of the phone number or if the first two digits (44) are the country code. In my experience, telephone numbers in the UK have 10 digits, not counting the country code. This is the same as the US, if you count the area code. (For example, (212) 555-1212 has 10 digits.)

Wherever you are, and I suspect you are from the USA, the 44 is the UK code number and, judging from your details above, the 7 indicates that the number you want to call is a mobile number and not a line number. Hence, if you call from a mobile you sould do this: +447 (followed by the rest of the numbers).

If, on the other hand, you want to call from the land line then usually it would be like thisL 000447(the rest of the remaining numbers).

44 is the country code for the UK, so you only need to dial the international access code 001 (or whatever)
Numbers in the UK which begin with a 7, which this one does, are mobile (cell) phones. Take care when calling if you don't know the person very well.
