you could be a "big brother" or "big sister" or go into a mentoring program. you don't need a degree and you will still be able to connect with and counsel troubled teens. However, you will not get paid. If you want to get paid, then you would need a social service degree of some kind, preferably adolescent psychology.

You don't even need a degree per say. You can just take college courses. In my area there are 2 courses I can think of, and they are 2 year courses. One is Human Services Counselling, you can work with just about anybody, and the second is Child and Youth Worker. It is an excellent field to get in to. I admire you for wanted help them, rather than sitting back and complaining that someone needs to do something about the way today's teens are.

Maybe either psychology or social work. Talk to a counselor or someone else in one of these fields.
