Gently exfoliate with a shower poof and moisturizing shower gel or soap.
A lotion w/ glycolic acid or lactic acid will help loosen dead skin and moisturize them to eliminate ashiness.
(ex. Eucerin body lotion w/ SPF or Lac Hydrin)
You can also soak your elbows in squeezed out lemon halves for a few minutes to help "bleach" and exfoliate them.

You have extremely dry elbows, many people do. To help, get a hand CREAM, not lotion, and put it on about an hour before bed. Put it on thick and let it soak in. This should help get rid of the dirty look but it takes time. You can get hand creme at Dollar General or Wal-Mart. It will say compare to Eucerene cream. Eucerene is sold at Wal-Mart for a higher price.

they are probably just dark colored, if you wash them a lot the last thing they are is dirty, try exfoliating them, putting moisturizing lotion for ROUGH and DRY skin, also you might be putting your elbows in positions where you are hurting the skin, like sitting on them too much

Unless you know that it is dirty don't scrub it very hard because the more you scrub it the more it's likely to get darker and reddish. Pressure and friction makes skin darker.

You won't believe this, but put duct tape on them overnight. You know how an area covered by a Band-Aid is pale when you take it off? The same applies to your elbows. I HAD the same problem.

the reason your elbows look dirty is because they need lotion they are just really dry. when skin gets really really dry it can turn a grayish blackish color so just put lotion on every day at least two times a day until it clears up

It could be a build up dead skin cells. Try exfoliating them, if that doesn't work you might just have dark elbows, possibly from calluses (sp?) from putting weight or leaning on them?

Lotion works, make sure you use lotion on your arms and pay attention to the elbows. And you won't notice after one time, it needs to be a daily habit.
