Ryan Leaf was definitly the biggest bust in the history of the NFL but if your talking about a QB who continues to play because the team owners absolutely refuse to take him out, Michael Vick. Yes he had a good game once in a blue moon but that is because of all the room he gets since he can run. Look at Vince Young, a version of Michael Vick who can run better throw better and just pretty much beat Michael Vick in every aspect of the game. Vick has horrible accuracy and on top of that he throws the ball way too hard (not a good reason for not catching it but) he still has no idea how to put touch on the ball and lay it up for his receiver to go get.

To start with, people aren't giving David Carr a fair shake here. Its hard to be a good QB when your O-Line only gives you 2 seconds to throw the ball. In my opinion, the worst QB in the history of the NFL was Todd Blackledge. Thats just because I'm a Chiefs fan and he single-handedly destroyed our playoff hopes for years even after he stopped playing.

Considering a) I'm a Lions fan and b) he was drafted #3 overall, I'd say Joey Harrington would have a spot on that list.
That being said it's hard to disagree with the folks that say Ryan Leaf.
A couple of complete and total busts.

Ryan Leaf because once went 1/15 for four yards and two INTs in a game in 1998, and it’s hard to argue that many have looked worse than Leaf.
