In my opinion partly. Enviormental factors contribute greatly to the devlopment of an individuals personalitiy. The zodiac can give you certain traits and aspects but it is up to the person to chose their paths in life. Astrology is a pseudoscience this subject relies greatly on the individual. Rising signs, moon signs, etc... come into play in all horoscopes. For example you may be a limelight loving leo but that doesn't mean you are going to love acting, be snobbish or have really big hair; you might have a quieter sign like a pisces or capricorn in your rising and/or planets. Astrology gets into difficult subjects with a person having to know the longitudes and latitudes of your birth, exact time of birth would help also,lol. The zodiac and how it affects you will always be a matter of individual discretion.

Because most people only have a basic knowledge of astrology that comes from Cosmo or the newspaper or Yahoo! Answers. ;-) Your personality is based on your rising sign which falls within one of the 12 zodiac signs. Your basic self (based on what your needs are) is determined by your sun sign - again one of 12 zodiac signs. Finally, your emotions are ruled by your moon sign - one of the 12 zodiac signs. So just from these 3 aspects you can see that there is a possibility of 12 x 12 x 12 or 1, 728 possible combinations all with differences and similarities. In addition to this, each sun sign has a ruling planet which also tempers a personality that should be taken into consideration. Obviously, if astrology was presented to be this complex, very few people would be interested in it, and Cosmo magazine couldn't fit it all onto one nice pretty page. So the money-makers out there like to focus on the sun sign because it is the easiest to calculate...even though most people resemble their rising sign much more than their sun sign! I know this probably isn't the answer you were looking for, but hopefully I have at least drawn a line between serious astrologers who look at people in a much more specific way and the playtime astrologers who want to put everyone into 1 of 12 boxes! I'm an astrologer of 44 years experience. Zodiac Signs are symbolic representations - they don't determine anything.
They are symbolic representations of broad personality types, but say very little independently about any one person's individual personality. For that you need a natal chart.

Only if you really think that you would have the same personality even if:
You were born in a Mongolian nomad camp.
A reindeer herder family in Finland
An inner city family that only has one parent.
Having a physical handicap (like blindness) to deal with.
There is such a thing called selective thinking.
Selective thinking is the process whereby one selects out favorable evidence for remembrance and focus, while ignoring unfavorable evidence for a belief. This kind of thinking is the basis for most beliefs in the psychic powers of so-called mind readers and mediums. It is also the basis for many, if not most, occult and pseudoscientific beliefs.

I really feel that my "capricorn" zodiac sign matches my personality to a tee. I have had others read it not knowing which descriptions of the signs were which and have had people always point out cap saying "that totally sounds like YOU"
So I do not think it determines my personality but maybe meshes with my personality?

For the most part not all the time.For example im a virgo,and i worry alot i have all the trait's of a virgo except for neatness.I love computer's,science,im reserved like they say,i tend to usually get along best with earth and water signs.I became very health concious at 18.

A full chart reading by a professional astrologer (not just your sun sign) will give you a pretty good picture of your strengths, weaknesses, skills and abilities... but free will is involved and what you choose to do with your abilities is up to you...
