Given that your doctor has recommended Taichi as a cure for back pain, it shows that he/she knows nothing of Taichi. While Taichi does have health benefits, most instructors that you'll find don't know what they are doing. If you must try, look at many schools before deciding. Not trying to scare you, but holding the wrong postures could worsen his pain and take a toll on his other joints. Even the way they teach yoga in the States is a lot more standardrized than the highly varied Taichi instructions you'll receive.

it won't worsen his back unless he tries to overdo or attempts something above his skill level. This is true of any type of exercise. Tai chi will help develop flexibility and core strength. Another of my favorites are Qi Gong and Pilates.

Tai Chi is all about subtle movements and nice stretches. I couldn't imagine it would hurt anyone. Even my grandma can do it because she's in control of her movements the whole time.

Just the presence of extra discs does not cause back pain. i don't know your husbands history, but I suggest he see a chiropractor and get checked for subluxations, and yes the presence of extra discs alone is not a contraindication to chiropractic care. A chiropractor may also be able to recommend the proper exercises and stretches for his condition.
