It is supposed to be some kind of security system probably...?

Sounds like they maybe referring to the security system that kills power to the ignition so the motor will not start. But I never heard of deadlock

Perhaps you mean gridlock? Gridlock is a huge traffic jam, in such a way that no vehicles can move or free it up. Usually within a city that has vehicles coming from different directions into an intersection.

Traffic is not moving at all, or incredibly slow. Think of a parking lot on the freeway
