Should there be a small amount of water coming from the base of the unit inside the house? I can't figure out if it's the air conditioning unit or a leaking water heater?

No there should not...most likely the drain is stopped up and will need cleaning...this very easy and you can do it yourself ....just remove front cover of unit drain line should be visible along with two copper a/c lines...remove drain line ..flush with water hose ...run some bleach down it and reassemble....this should solve your problem...

If there is any water leaking from your air conditioning system, inside of your house, there is something wrong. All air conditioning systems remove moisture from the air inside of your home. The amount is dependant on the level of humidity, and how long the system is running. Under normal conditions the water is collected in a small shallow drain pan located at the bottom of the cooling coil, and then drained outside through a drain line or a pump. If the drain line is obstructed, water will back up and water will overflow. If the pan is rusted due to age, it can leak, and then the entire coil should be replaced. The water, or condensate, can also flow over the sides of the pan if therea reexcessive amounts of dirt and/or debris in the bottom of the pan. Sometimes the coil can be cleaned out if there is an access panel. In addition, if the coil itself is dirty, it can actually form ice under certain conditions. This may allow the water to drain in other places than it is supposed to.

There will be condenstaion on the coils on the inside of the AC unit. The condensation will run down onto the drip pan and then outside where it drips from a drain hole. The condensation running off the cooling coil is very cold and will sometimes make the metal bottom of the AC unit sweat. Feel under the bottom of the AC unit to see if it is wet and cold. If it is then that is the source of the water.

All air conditioner's take condensation out of the air. Most have a drain to a sup-pump. But usually the air conditioner is out side or in a window. If this is a window unit and you turned it on to see if it works your going to get water. If it's a central air unit it should be sitting outside your house. then from the furnace there would be a hose running to a floor drain or sup-pump. I'm assuming this is a window air conditioner and once you put it in a window the water will drip outside.

Air conditioners do pull moisture from the air. It condensates on the coils inside, it runs down and collects in a "pan" that should be plumbed to a drain. If its dirty or rusted out, it could be leaking.

The water you are seeing is completely normal. You are seeing condensation from the heat exchanger. Nothing to worry about! The unit was designed to do that!
