The boyant force always acts on the volume of participating object and and the other causality behind this is the density of the medium wherein it tries forcing entry.

boyant force = V Rho g

V is volume of balloon rho is density of water and g=9.8 m/s^2
rho = 1 gr/cm^3 = 10^-3 kg/(10^-2)^3 m^3 = 1000 kg/m^3

= 4/3* pi * (0.1)^3 *1000* 9.8
= 4/3* pi * (0.001) *1000* 9.8
= 41.029 Newton

Volume = 4/3rds x π x r³

= 1.333 x 3.142 x 0.001
= 0.0042m³

= A water displacement of 0.0042m³
=1,000kg x 0.0042 x 9.8 = 41.16N (buoyant force).
