Most of the people I know who are very vocal as to what they feel , or can criticize other freely, are the one's who cant take criticisms themselves. They feel they were so perfect that when u point out their flaws to them, they just cant take it. Besides, those people who are quick to judge and criticize are the ones who have underlying feeling of inadequacy and if someone is honest enough to tell them who they really are, they just freak out.

People who "dish it out" will claim that they never felt they were doing that. These people are unconscious bullies. They really dont see that they are hurting others. They just go about their merry life hurting and offending and supposedly dont know and dont realize that they are dishing it out. When they get it back, they are stunned. Their feelings get hurt just like anyone else but they still dont seem to understand that their behavior to others was just as bad. Look up a defintion of Borderline Personality Disorder in a psychology book.

They have a low self esteem and belittling others makes them feel better about themselves.
