At that age, entertainment is easy.
Get crafting supplies, beading, making paper puppets, colouring easter eggs using crepe paper and glitter, with an overlayer of nail polish, play dough...
Google crafts for kids and you'll get a wealth of ideas.
Pick up some puzzles, books and videos from the library, that way there's no investment.
For outdoor activities, hit the dollar store and pick up a skipping rope, a ball, hoola hoop, and other such toys.
All together you should be able to keep the cost low and the entertainment factor high with these types of activites.

give them a roll of duct tape....

make breakfast
make breakfast for dinner
renta a cartoon.
act like cartoons.
learn to speak pirate.
go to the movies.
have a scavangar hunt.
make a fort inside...bed sheet stretched acroos a room tuck under the corners of furniture.
go to a bead store and make jewelry..they usally have kids priced stuff.
create art.
make a fun music cd.
shoplift.
make ice cream sundaes.
read books..go to the public library.
find an aquariam.
go out and look at the stars...identify them.

parks are always fun for kids, if weathers bad maybe a good cartoon movie. if u prefer to stay at home get the some chalk or something my kids will play forever with chalk oh and bubbles. kids that little will play with just about n e thing and make something fun .

When I was little my mom and I would make crafts or turn on some music and dance. You could play a board game like candy land. If its nice outside blow bubbles or jump rope. it doesn't have to be anything expensive kids love anything as long as they have your attention. Little girls are easy to take care of I know I have 4 just make sure you give them your undivided attention and try making homemade playdough one of my girls favorites. Good luck hun!!!

Camping, fishing, the park, bike ride, horse ride, board games like Candy Land, etc., have them pick out some movies, play video games, LEGO'S, dolls, go to Chucky Cheese, have a tea party, and play with make-up.

try taking them to the park or somthing! usally little kids make up games im 14 and i remeber wen i was 7 i made up games all the time thell probably find somthign to do on their own

where do u live? ps. i like ur name. How about if u have a tent u could put it up in ur yard and have them stay in it overnight. Or u could take them to get their nails done. Alot of places will only charge u a little if they are really young.
