The people in the video are the ones that thought they voted for "Gore" but could not check the correct box on the ballot.
Travel around the world a bit, and ignorance is global. You can find such people everywhere. Fortunately most of them dont vote for either side.
This is the best reason not to push to hard to get "Everyone to vote".
These are the people who now make Bush's approval numbers look bad though.

To answer your question, yes, those are the people who voted for bush. (Except the black guys, they probably didn't vote at all).
