That's normal. Nothing to worry about and there isn't a problem with any sim lock or whatever else has been added previously on here.
There will be an 0800 no. within the pack somewhere for you to ring from a landline to set it up.
Just follow the instructions and pick the option to speak to someone who'll sort it for you.
Failing that, nip into an orange shop and ask them to do it.

1st of all you need to ring Orange to register your simcard. Then unless the phone you are using is unlocked you will need to get it unlocked. This will cost in the region of between £5-£10. Unless its a 3 phone it which case only 3 can unlock it. Also you will need to put credit on it in order to use it.

you call Orange registrations on 0800 0790006, give customer services the sim card number and handset imei number, Orange does have some good deals on payg advise the customer services if you will be using for mainly calls or texts and they will advise which tariff to go on and give you full details, they will also give you a new mobile number unless you have a pac code to keep and existing number.

This would depend on the phone and what network it was on before, it sounds as if you need to have the phone unlocked to any network before you go any further.
