It depends on if it's read or not...if it's never read then it's not a question, unless the asker thinks it's a question, then it becomes a question. Now if someone reads it and answers it...does that make the question answered?

Yes, it is. It is a question asking "is this a question". The only problem is it has no subject for it's inquiry.
