You were close in your guess. It's called '48 by James Herbert.

I don't know which book you're describing, but it's NOT "1984" (George Orwell). I've read that many times, and it has a very different plot from what you are describing. And there is no book called "1948", so I think if the date is a year, it must be a different one.

The only book with a similar plot that I know of is "I Am Legend" by Richard Matheson - that does involve a guy hiding from people with a blood infection (which turns them into "vampires"), but it isn't set in London and doesn't involve Buckingham Palace.

It's by James Herbert I have it!!! its called 48 and has flames on the cover.

I love James Herbert's work to death but I have to say this is the only one of his books I didn't connect with. I don't know why.
