It's called Skype. Why bother, since MSN Messenger, Yahoo Messenger, and AIM (i think) can all do the same thing--free, live voice & video calls (as long as you have microphone/web cam). I use my web cam and MSN messenger to talk to my wife between the U.S. and Japan every day, and the quality is pretty good, very short delay. The only advantage to Skype is if you want to have a way to maintain a U.S. phone number while out of the country (called Skype In and Skype Out); that, of course, costs money.
