You use a program called an FTP (file transfer protocol). You can create the page using a web page program (e.g. FrontPage) or manually using programming language HTML, CSS, etc.

Try Google Pages http://pages.google.com/ . Best and for free and from Google. They have templates and you just need to select a template and then type a few things. You need a gmail id but you can register for that. All the best.
