I'm going to have to say Steve Martin in "The Pink Panther". His accent is really horrible, and he possibly made it that way to make the movie funny, but I still think that it's bad.

I thought Brad Pitt did an awesome Pikey accent! The worst American actor doing an accent has to be Dick Van Dyck in Mary Poppins, it's so bad it's a classic!

Costner and Reeves are good choices. How about Julia Roberts in Michael Collins. She sounds like Barry Fitzgerald. John Wayne takes the crown, however, when he plays Genghis Khan in The Conqueror. Can you imagine the Duke doing a Mongol accent???

Kevin Costner in Robin Hood. Everyone else in the movie managed an English accent (accept for Morgan Freeman who was a convincing Moor), but KC had his monotone Midwestern accent.
Yep... Kevin Costner gets my vote since the accent wasn't there and should have been.
