Most states will legally allow a 15 year old to work certain hours, it's just that most employer's don't want to hire people so young b/c of the limited hours they can work and due to insurance reasons. I would reccommend calling around to see what the minimum hiring age is (just get the phone book out) at a bunch of places. Probably, your best bet is to find an "under the table" type job (mom & pop stores, restaurants, retail, etc). I worked in a flower shop when I was 14 and got paid under-the-table.
