I'm an English teacher. So first of all: stop telling yourself that you suck at English! I've run across so many students who could do better if they just believed they could...some have it beaten into them from a bad high school class, others from their parents, and some just use it as an excuse not to try - they think they already are bad, so what use would it be to try?
You can do this. Anyone can. So first work on your self-esteem - only you can change the fact that you feel you suck at English. Okay, so it's not your favorite subject. Give it time - there's something inside of you that could change the outside world, and English will help you communicate it!
Okay, next step: Choosing your topic. An effective speech could be written about any of those topics. Which one is most interesting to YOU?
Let's go through the list...
1) Do you know anything about people with Down Syndrome? Have you ever had any personal contact with someone who has it? If not, you might want to avoid this prompt - you don't want to make claims about something you don't know a lot about. Of, if it does interest you, try doing some online research about nonprofit groups that help people with Down Syndrome. You might also rent some movies that have been about people with Down Syndrome, just to get an idea of what it might be like to live with this condition (or care for someone with this condition).
2) Literacy in people's lives - it sounds to me that you are uncertain about the role of literacy in your own life, so maybe you aren't confident enough to tackle this topic yet.
3) Nonprofits - do you know anything about them? have you ever volunteered for a nonprofit, or joined an e-mail list of a nonprofit? This one would require some research if you haven't - so this might be a harder one to get excited about.
4) Peace in the world - the easiest topic, but also incredibly vague and huge. If you go for this one, try to narrow it down a bit - you don't want to sound like a Miss America contestant, blathering on about saving the children. Think about something on the small scale - something that really could be achieved, something that could contribute to peace. A lot of people feel overwhelmed, like there's nothing they can do. Maybe you can think of something small that we all CAN do, something that, with enough time, could contribute to peace.
5) Lessons learned from Nobel Prize Winners....this would require research too. I think this would be less interesting a topic...unless you happen to find a recent winner who has something about them that really captivates you.
So pick a topic, do some research, stick to that topic, outline what you'd discuss, then start writing the speech. Remember to practice reading it out loud - this is the best way to listen for mistakes and improve your writing.

I would choose either one or two.
One - because I know a few people with down syndrome who lead very productive lives. Two of them are children, and are a complete joy to be around.
Many kids with Down syndrome go to regular schools and may attend regular classes. Some need special classes to help them in areas where they have more trouble learning. Their parents work with teachers and others to come up with a plan for the best way for each child to learn. Kids with Down syndrome like their playtime, too. They play sports and participate in activities, such as music lessons or dance classes.
Two - because literacy is very important in people's lives today. Finding a job is one of the major ways literacy is important.
