I think it stems from the character he played on That 70's Show that got him so famous. Now people just relate him to that character and can't see past it. Though he was also kinda annoying on the show Punk'd. Maybe that's just what he is.

Have You Seen Punk'd?! I Rest My Case. He IS annoying; he's not funny. I could actually see him being an intelligent individual, but under the public eye, he doesn't seem like it at all.
