Well if he is really distracting you; just report him to HR.
He will get a demerit and chances are when it comes up time for raises he won't have such a nice raise. That would make me smile.

Oh this is soooooo easy. Heres what you do. You take super glue and after your shift if you can get away with it..superglue his stuff down..all of it..pencils, keyboard..everything.
Or you could log on to his system and accidentally send an email to everyone there professing his love to you.

politely ask him to stop doing it........and if he continues offer him ex-lax that comes in gum. (Tell him his breath is a little off) You'll be laughing so hard you won't be able to hold a conversation on the phone nor the radio, and most likely he'll be going home early.
